The Birth Certificate was issued and corrected in Agra, the passport was issued and renewed by the Regional Passport Office in Ghaziabad, and all relevant communications originated from authorities located in Uttar Pradesh.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Bench emphasized that the mere presence of the&nbsp;<strong>Ministry of External Affairs&#8217; headquarters in Delhi<\/strong>&nbsp;does not automatically give the Delhi High Court territorial jurisdiction over every passport-related matter. Relying on the Supreme Court&#8217;s landmark judgment in&nbsp;<strong>Kusum Ingots &amp; Alloys Ltd. v.
